Story Line 

1973: DSP Rathna Kumar is assigned to nab the notorious elephant poacher Shettani in Kombai forest. The police torture the local tribals about Shettani's whereabouts, even though they themselves are his victims.


1973: In Madras, Kirubakaran is selected for the post of SI in the Tamil Nadu Police. He goes to his fiancée Lourde's college to convey the news and watch her perform at an event. Lourde later convinces Kirubakaran to stop a nearby fight between students. Some time later, four of the students appear to be murdered by Kirubakaran, who seemingly faints at the sight of blood, but has the weapon in his hand. Kirubakaran is then sentenced to prison.


1975: In Madurai, Rathna's brother Jeyakodi is a film star and a rising politician who desires to be the next CM. However, Jeyakodi is distressed about his film screenings being halted in Coimbatore, Ramnad, Madurai and Tirunelveli by supporters of his rival Karmegam. Jeyakodi requests Rathna to kill four gangsters who support Karmegam. This will make Karmegam less influential within the party. Selecting Kirubakaran and three other ex-cop prisoners, Rathna assigns each of them a single target, with Kirubakaran's target being Alliyus Caesar, who is the head of the "Jigarthanda Sambhavam Fans Club" and Karmegam's supporter at Madurai. Rathna promises that all four ex-cops will be acquitted and reinstated if they succeed in their respective mission. Wanting to marry Lourde and get back his job, Kirubakaran accepts the assignment.


On a suggestion from Chinna, an actor and Karmegam's protège, Alliyus decides to conduct an audition for a director who can make a pan-India film with him as the lead and introduce him as the first dark-complexioned actor in Tamil cinema. Kirubakaran assumes the alias of Ray Dasan, a student and assistant director of Satyajit Ray and gets through the audition. Kirubakaran offers to make a film based on Alliyus's life titled Pandyaa. Being an ardent fan of Clint Eastwood, Alliyus agrees to Ray's plan. For the film shooting, Kirubakaran live-shoots Alliyus' real life using a camera that Eastwood supposedly gifted to Caesar when he came for a shoot in their village. Kirubakaran learns that Alliyus belongs to the same tribe that is being haunted by Shettani.


Alliyus invites the other three gangsters and Karmegam for his wife Malaiyarasi's baby shower. One of the targets in the police' hitlist is killed by one of the moles. Alliyus eventually finds and kills all of the moles, except Kirubakaran. Kirubakaran learns that Alliyus was the one who ordered the hit on the four students, for which Kirubakaran was made a scapegoat. Wanting revenge, Kirubakaran convinces Alliyus to visit his village and nab Shettani with the pretext that this addition will make a better biopic. At the village, Alliyus promises to nab Shettani in exchange to Rathna releasing the tribespeople. The villagers reveal the importance of elephants in their culture and how they are vanishing from the forests due to poachers. Alliyus and the tribals subvert Shettani gang's raid and kill them.


Surviving members are captured and reveal Shettani's whereabouts. Alliyus confronts Shettani, who is hunting elephants, and almost gets killed. Kirubakaran goes through a change of heart and saves Alliyus, where he takes his body to the village for treatment. Upon recuperation, Alliyus fights Shettani again and hands him over to the police in the presence of the CM, who visits upon his insistence that Shettani will be delivered. The villagers celebrate once the inmates are released and Kirubakaran marries local tribeswoman Paingili.


Now that the long-awaited peace has arrived, Alliyus and Kirubakaran are shocked to see Shettani still hunting elephants. Shettani reveals that it is the CM-led government that has nurtured him over the years so that he can smuggle ivories on behalf of two business tycoons. They promised the CM to provide her the post of PM through lobbying. Shettani also reveals that the authorities have planned to label Alliyus as the real "Shettani" and eventually wipe out the tribe in a police operation. The tribal members agree to lay their lives peacefully and confront the police firing.


The firing kills all of them, including Alliyus. Kirubakaran, who films the massacre, tries to escape with Paingili and Alliyus' newborn child, but they get shot in the firing. Jeyakodi is touted to be the next CM candidate. Karmegam, who manages to secure tapes of Kirubakaran's footage, plays it in a packed theatre where Jeyakodi's film was supposed to play, as a tribute to Alliyus. The audience learn about Alliyus' life and also the government-led massacre of the tribals and start protesting against the government. The massacre of the tribals reaches the higher-ups in the central government. As a final resort, the CM sends Rathna and his men to kill Karmegam in the theater, but Rathna gets shocked to see Kirubakaran, who is actually alive, along with Paingili and Alliyus' newborn child. Kirubakaran kills Rathna, while Karmegam and his aides eliminate his men.


In the post-credits scene, Kirubakaran returns home to be with Paingili and Alliyus' child, whom he names as Sethu. Anonymous persons secretly follows Paingili and Sethu, where they mentions to another man sitting in a car that they will eliminate the last remaining members of Alliyus' family.
